DMV Fayetteville NC: Offices, Hours & New-Resident Rules

This guide lists every Fayetteville-area office with its phone and hours, including the Stedman office and the Eutaw Village plate agency, then covers appointments, kiosks, the NCDMV new-resident checklist, fees, inspections and the military exemptions.

North Carolina splits DMV work between two kinds of offices, and going to the wrong one is the most common wasted trip. Driver license offices issue licenses, IDs and road tests. License plate agencies handle titles, plates and registration renewals. Self-service kiosks in grocery stores cover quick renewals.

The NCDMV locator notes that road tests are not given after 4 p.m., so plan any road test for earlier in the day.

Source: NCDMV office locator. The Eutaw Village plate agency and the West Fayetteville license office share a shopping center, which makes a same-day license-then-plates trip practical. If you live near Hope Mills or Spring Lake, the agencies there are often closer.

DMV Hours, Appointments and Walk-Ins

The NCDMV locator page sets the rules:

• Driver license offices take appointments up to seven days in advance, with new slots released each weekday.
• Driver license offices also accept walk-ins all day, from open until the office reaches capacity.
• License plate agencies do not take appointments.
• Offices close on state holidays.

The locator also shows estimated wait times and live capacity for each driver license office. NCDMV reported that the statewide average wait was 23 minutes as of May 2026. Checking the locator before leaving home is the simplest way to pick between Gillespie Street, Elm Street and Stedman on a given morning.

Self-Service Kiosks

NCDMV Express kiosks handle license and ID renewals and duplicates, registration renewals and new-vehicle property tax payments. Cumberland County locations from the NCDMV locator:

The grocery store kiosks run from 6 a.m. to 11 p.m. most days. Each transaction carries a $4.95 convenience fee plus a 2% card processing fee. They are for renewals and duplicates, so a first North Carolina license still requires an office visit.

New to North Carolina: Timeline and Documents

The NCDMV new-resident page sets the order: license first, then title and registration.

1. Get an NC driver license within 60 days of establishing permanent residence. Bring your out-of-state license (or a document proving identity and date of birth), proof of Social Security number, one proof of NC address (two for a REAL ID), proof of legal presence if not born in the U.S., and proof of NC liability insurance. Written and road tests may be waived with a valid out-of-state license.
2. Title and register your vehicle once you take a job in NC or when your old state's reciprocity period ends (usually 30 days), whichever comes first. Take the title (or registration card if a lender holds the title), Form MVR-1, Form MVR-180 odometer disclosure (required for model-year 2011 and newer vehicles until they are 20 years old; model-year 2010 and older are exempt), your license and NC insurance information to a plate agency.

Vehicle Inspection in Cumberland County

Cumberland is one of the 19 North Carolina counties that require emissions inspections, so most gas-powered cars here get a combined safety and emissions inspection each year. NCDMV lists these emissions exemptions:

• Some light-duty vehicles less than three years old or with fewer than 70,000 miles (NCGS § 20-183.2)
• Vehicles 20 years old or older
• Diesel vehicles
• Farm-registered and antique-plated vehicles

Safety inspections still apply statewide. Licensed inspection stations include many repair shops and dealerships; NCDMV's inspection station search lets you look them up by ZIP code.

Military Rules: Keeping an Out-of-State License or Plates

Service members stationed at Fort Bragg on orders follow different rules from civilian newcomers.

• Licenses: N.C. G.S. 20-8(3) exempts a nonresident carrying a valid home-state license from needing an NC license, and it specifically covers nonresident military spouses temporarily in North Carolina because of a spouse's active-duty orders.
• Plates: North Carolina's administrative code bars residents from using out-of-state plates unless the resident serves in the military (19A NCAC 03C .0431), has dual residency or a reciprocity agreement applies. Keep your home-state registration current.
• Titling without an NC license: active-duty members can use Form MVR-614 to title a vehicle in North Carolina without an NC license.
• Highway-use tax: military personnel who do register in North Carolina are not exempt from the highway-use tax.
• Overseas vehicles: call (919) 861-3500 before registering a vehicle bought overseas; an NC inspection and bill of sale are required, per the same NCDMV military page.

The N.C. Department of Revenue lists registering automobiles in a new state among the actions that show intent to change legal residence, which can affect state income tax, so talk with the legal assistance office before switching. Quick Checklist for New Fayetteville Residents
